In the planning of the national medical facility network for the period 2021-2030, with a vision to 2050 , the Ministry of Health proposes to upgrade and invest in a number of general and specialized hospitals at the provincial level to undertake regional functions; 5 special-class hospitals will be upgraded into modern hospitals to attract foreigners for medical examination and treatment.
Accordingly, 5 special-class hospitals will be upgraded: Bach Mai Hospital, Viet Duc Hospital, Central Military Hospital 108, Cho Ray Hospital and Hue Central Hospital. This is to reduce the number of Vietnamese people having to go abroad and attract foreigners to come for medical examination and treatment in Vietnam.

In addition, the Ministry of Health proposed to upgrade and invest in a number of general and specialized hospitals at the provincial level to assume regional functions including 20 general hospitals, adding 7 new general hospitals in the area. large, difficult to access central hospitals (Northern Midlands and Mountains) and areas with high population density (Red River Delta, Southeast), 20 specialized hospitals.
